The Zhongshan Human Resources and Social Security Bureau, Zhongshan Development and Reform Bureau, Zhongshan Bureau of Finance, Zhongshan Taxation Bureau of State Taxation Administration, Zhongshan Healthcare Security Administration and the Zhongshan Disabled Persons Federation jointly issued a work plan recetntly to lighten the burden on enterprises and promote high-quality development of Zhongshan.

The plan has made clear provisions on continuing to distribute subsidies, cut social security fees, and provide financial support.

Among the provisions, Zhongshan will continue to provide subsidies for employment and entrepreneurship and strengthen policy support for guaranteed loans for entrepreneurship ventures. For borrowers who start a business providing job opportunities for more than 5 people, the maximum personal loan amount will be increased to 500,000 yuan.

In addition, the government will continue to implement the phased reduction of basic medical insurance premiums and reduce the payment rate for basic medical insurance of employers in Zhongshan (excluding one-time payments of retired workers) until December 2021.

From May 1, 2021 to April 30, 2022, the payment rate for employment injury insurance of employers in Zhongshan will be reduced by 50%.

According to the plan, financing guarantee companies are encouraged to provide more support for small and micro enterprises, and financing guarantee institutions will be guided to lower the rate of enterprise financing guarantees in order to relieve financing pressure on them.
