Zhongshan recently issued the Opinions on Further Promoting Small and Micro Industrial Enterprises to Boost Scale (hereinafter referred to as the Opinions), and strengthened its support for newly upgraded enterprises. Following its upgrade, if the enterprise remains on the scale for 3 consecutive years and keeps the rise in business income, it would be rewarded up to 500,000 yuan.

According to the Opinions, 100,000 yuan will be awarded to industrial enterprises upgraded from 2019 to 2020 (except those that were upgraded in February 2019). Industrial enterprises whose business income increases by 10%-20% (including 20%) in the second year after being upgraded (including those upgraded in 2018) and still remain in the statistical online reporting database shall be rewarded 100,000 yuan; industrial enterprises whose operating income increases by more than 20% shall be rewarded 200,000 yuan.

Industrial enterprises that remain in the statistical online reporting database in the third year after being upgraded (including those upgraded in 2017 and 2018), and whose operating income increases by 10%-20% (including 20%) for two consecutive years shall be rewarded 100,000 yuan; industrial enterprises whose operating income increases by more than 20% for two consecutive years shall be rewarded 200,000 yuan. The accumulative reward in 3 years could be as much as 500,000 yuan.

The newly upgraded industrial enterprises continue to benefit from the policy of "assistive loans", which allows each enterprise receiving at most two times of interest discounts, with an annual maximum of 300,000 yuan. Towns and districts, if possible, are encouraged to give newly upgraded enterprises supportive rewards, which will be used to boost the development of enterprises above the designated size.

The Opinions also proposes to lighten the burden of the newly-upgraded enterprises, strengthen land support to newly-upgraded enterprises, solve the school enrollment problem for children of high-level talents in newly-upgraded enterprises, strengthen the public service for the newly-upgraded enterprises, and further standardize the administrative law enforcement inspection.
