The Opinions on Accelerating the Development of Human Resources Service Industry in Zhongshan were recently issued.

The Opinions offered the concept that by 2025, Zhongshan will have become home to about 300 human resources service agencies, more than 3,000 employees, and a business volume of more than 5 billion yuan. The Opinions go on to speculate that Zhongshan will cultivate 7 leading human resources service companies and introduce 18 well-known domestic human resources service institutions whose annual turnover exceed 100 million yuan.

Meanwhile, Zhongshan will build a multi-level human resource service industrial park and 4 branch parks. By 2025, the turnover of the main park is projected to exceed 2 billion yuan, and the operating income of each branch park should exceed 800 million yuan.

In order to promote the development of Zhongshan's human resources service industry, the Opinions have put forward a series of policy supporting measures, including "Promoting the construction of a human resources service industrial park", "Boosting the gathering of human resources service agencies", "Cultivating key enterprises in the human resources service industry", "Encouraging the recruitment of talent for industry", "Supporting innovation", "Strengthening the training of talent", "Encouraging exchanges and cooperation", and "Strengthening infrastructure".

In terms of "Promoting the construction of a human resources service industrial park", special funds at both municipal and township levels will be allocated every year to support the development of the human resource service industry. Approved human resource service industrial parks (municipal-level and above) can receive a one-time subsidy of up to 7.5 million yuan.

In addition, within 5 years from the date of operation, national, provincial and municipal human resource service industrial parks that pass the examination and reach relevant standards will be granted operating subsidies of 1 million yuan, 500,000 yuan and 300,000 yuan respectively.

In terms of "Boosting the gathering of human resources service agencies", industrial park operators are encouraged to actively introduce well-known domestic human resource service agencies. Operator who introduces the headquarters or branches of the top 100 domestic human resource service agencies will be given a reward of 200,000 yuan at most.
